Advancing Vascular Access Excellence at Richmond Medical Center with their dedicated Vascular Access Team.

Jovie Jabla, RN, exemplifies the mission of the Association for Vascular Access (AVA) through her unwavering dedication to advancing vascular access practice, education, and interprofessional collaboration. At Kaiser Permanente Richmond, she has been the driving force behind establishing and expanding the dedicated Vascular Access Team (VAT), an evidence-based innovation that has strengthened patient safety, improved device utilization, and elevated nursing practice across the medical center.

Through visionary leadership, Jabla has expanded the VAT’s scope by training nurses in ultrasound-guided IV placement, enhancing clinical competency and reducing vascular access-related complications. Her commitment to education is grounded in evidence-based practices and supported by her annual participation in AVA conferences. She has also collaborated with the Kaiser Permanente East Bay Hospital Vascular Access Committee to integrate INS guidelines and align local practices with national standards.

A passionate mentor, Jabla developed a structured training program for ICU nurses and advocated for annual competencies and regular VAT meetings to reinforce best practices and ensure consistent clinical excellence. Her work extends regionally through her role in the Northern California Regional VAT Nurse Community of Practice, where she collaborates to advance safety, regulation, and standardization across Kaiser Permanente.

Jabla’s commitment to new knowledge and innovation is evident in her published poster, “The Development of a Dedicated Vascular Access Team,” presented at the Research and Innovation Academy conference. She also created a digital clinical logbook to track PICC and midline insertions, ultrasound-guided PIVs, and interventions data that has enabled real-time analysis, improved infection prevention, and enhanced patient outcomes.

Her initiative has already demonstrated significant clinical impact, including a sustained zero CLABSI rate for six months, 100% CLABSI bundle compliance, and reduced central line utilization. By championing evidence-based practice, structural empowerment, and system-level advocacy, Jabla continues to elevate vascular access excellence and inspire nurses across Richmond and the region.
