Meghan Kielty-Swinford, PhD, MSN, RN, CENP, has been the Regional Executive Director, PCS Performance Excellence for Kaiser Permanente’s Northern California Region since 2020.

She oversees the Northern California Patient Care Services (PCS) Performance Excellence Team and supports the establishment, deployment, and hardwiring of region-wide standards and workflows related to the PCS workforce strategy, scheduling and staffing practices, budgeting and efficiency management, and contract language operationalization.

Meghan’s responsibilities include the work of these teams:

  • The Workforce Strategy Team drives NCAL PCS workforce initiatives including hiring plans and traveler strategy.
  • The Staffing Systems and Strategy Team drives the development and deployment of NCAL scheduling and staffing standards, including the technology used to optimize these practices.
  • The Performance Management Team drives NCAL PCS operational performance initiatives including HPPD management and efficiency innovations.
  • The Strategy Deployment and Labor Engagement Team designs, deploys, and validates standard applications of contract language including oversight for contractually sanctioned regional committees.

Prior to joining Kaiser Permanente, Meghan was the Vice President of Nursing and Chief Nurse Executive at St. Mary’s Medical Center in San Francisco, a role she held for 6 years.

She joined the Kaiser Permanente Northern California executive team in 2010, serving as the Chief Nurse Executive for the Antioch Medical Center until 2012, and then as the Chief Nurse Executive for the Walnut Creek Medical Center until her transfer to the Regional Offices in 2018.

Meghan is a seasoned nursing operations leader with a passion for sharing her knowledge and expertise with others. She holds a Bachelor of Science degree in psychology from UC Davis, a Bachelor of Science degree in nursing from Samuel Merritt University, a Master of Science degree in nursing administration from UC San Francisco, and a PhD in business management with a focus on leadership from Capella University.
