Juanita “Nita” Jularbal-Walton, DNP, MBA, RN, NEA-BC, Chief Nurse Executive of Kaiser Permanente Vallejo Medical Center, exemplifies transformational leadership that redefines traditional hierarchies. Her philosophy turns the conventional pyramid upside down, placing frontline nurses at the apex of decision-making and positioning executives as facilitators of resources and mentorship.
Her disruptive approach, secured Vallejo Medical Center as the first Kaiser Permanente facility in Northern California to achieve ANCC Magnet Recognition® in July 2023, establishing a regional model of nursing excellence across all 21 medical centers. Her influence has since extended across the health system, where she continues to mentor nurse leaders, present at ANCC webinars, and guide other facilities on their Magnet journey.
Empowerment and Engagement
Nita’s leadership has cultivated an environment in which nurses own their professional practice. Through the expansion of Shared Professional Governance, growing the Voice of Nursing (VON) council from 8 to over 50 members, she embedded empowerment into daily operations.
Her commitment to staff engagement yielded outstanding results: Vallejo ranked among only two facilities system-wide to excel in every nurse leadership domain of the 2024 RN Excellence Survey conducted by Press Ganey. In 2025, Vallejo again exceeded national benchmarks, continuing its multi-year streak of outperforming all nurse engagement metrics since 2022. Additionally, since achieving Magnet Recognition®, Vallejo Medical Center has sustained a notable decrease in nurse turnover, reinforcing the connection between empowerment and workforce stability.
Nursing empowerment extends beyond clinical practice and into the community. She reimagined the hospital’s Youth Empowerment initiative, once reserved for executives and leaders, by opening participation to members of the Voice of Nursing. This inclusive shift allowed frontline nurses to actively engage with local middle school students in Vallejo, serving as mentors and role models who inspire youth to pursue education, reduce chronic absenteeism, and improve graduation rates.

The remarkable turnaround in care experience prompted a recent visit from Kaiser Permanente Senior Vice President Kathy Bressler, following Vallejo Medical Center’s achievement of an HCAHPS “Likely to Recommend” score in the 70th percentile compared to national benchmarks. True to her empowering leadership style, Nita invited frontline nurses to lead the discussion and highlight their unit successes while she intentionally stepped back, letting their voices take center stage.
Visionary Strategy and Inclusion
A master strategist, Nita balances operational excellence with fiscal stewardship. She pioneered the Clinical Decision Area (CDA) in the Emergency Department, easing overcrowding and enhancing patient flow. Her commitment to Equity, Inclusion, and Diversity (EID) drives meaningful dialogue on unconscious bias in maternity care and strengthens collaboration with community doulas to ensure culturally sensitive, patient-centered experiences.
