Nursing professional governance at Fresno Medical Center

Empowering nurses through shared governance at Kaiser Fresno—collaboration drives autonomy, satisfaction, and better outcomes.

Kaiser Permanente Fresno’s professional governance model includes three councils: Voice of Nursing (VON), Unit Based Council (UBC), and Nursing Professional Development (NPD) Council.

The VON Council includes a staff nurse chair, chair-elect, and nurse leader representatives from Critical Care Unit, Emergency Department, Maternal-Child Health, Med-Surg, Operating Room, PACU, and Telemetry. This energetic group leads Fresno Medical Center’s Magnet Journey. In June 2025, the VON team represented their departments in a Magnet story identification workshop. They champion Nurse Peer Feedback initiatives, as well as drive Magnet Journey education through newsletters and department boards.

The Unit Based Council consists of nursing representatives from the same departments who meet monthly to review quality, patient safety, and care experience data. This dedicated group applies High-Reliability Organization principles, Daily Management System, and Performance Improvement strategies to develop projects that improve outcomes in their departments and across the organization.

Nursing Professional Development (NPD) Council has six subcommittees: Advanced Nursing Education; Clinical Ladder; Equity, Inclusion, and Diversity; National Certification; Rewards and Recognition; and Research and Evidence-Based Practice.

In 2025, they organized many medical center activities including Nurses Week celebrations and Certified Nurses Day. They participate in the selection and recognition process for DAISY Award honorees and advanced nursing degree recognitions.
