Post-pandemic resumption showed dramatic escalation to 57.1% in 2021-22, with current rates stabilizing at 49.5% in 2023, yet remaining disproportionately elevated among homeless students, foster youth, and Pacific Islander and African American populations. Chronic absenteeism affects not only learning outcomes and graduation rates but also determines school funding, exacerbating inequities.

Chief Nurse Executive Juanita “Nita” Jularbal-Walton, DNP, MBA, RN, NEA-BC, and Director of Nursing Operations Eileen Lang, MSN, RN, along with Voice of Nursing professional governance council, initially joined the leadership team in 2023, then re-engaged in April 2025 after scheduling constraints prevented 2024 participation. This demonstration was an unprecedented move by the CNE, as the summit traditionally maintained exclusivity for leadership volunteer work only.
Nine clinical nurses including Patricia Solis, RN, SNIII, Samantha Avecilla, MSN, RN, CRRN, CNL, Krystle Javier, RN, SNIII, Glory Nwaoha, MSN, RN, SNIII, Michelle “Mimi” Denila, BSN, RN, Brianne Madison, RN, Julie Tam, BSN, RN, Elizabeth “Liz” Souza, BSN, RN, SNIII, and Sheila Ramirez, RN, CCRN, SNIII, volunteered unpaid time outside regular schedules, demonstrating Magnet-aligned community engagement. Their contributions included hosting group dialogues about nursing profession pathways, sharing personal adversity narratives, and providing guidance on leadership development and community responsibility.
This volunteer model challenges conventional nursing scope definitions by positioning bedside clinicians as community health advocates addressing social determinants of health. The summit’s comprehensive approach featuring speakers like Vallejo-native rapper LaRussell, and KP physician Tanisha Silas-Young, MD, creates multi-sector collaboration targeting protective factors known to reduce chronic absenteeism.
By investing in early adolescent engagement through mentorship, career exposure, and emotional support, the Empower Youth Summit helps students envision their future. One where school attendance is meaningful and health care is seen not as distant but attainable. The role of clinical nurses in this effort affirms the organization’s deep commitment to addressing population health through community-centered service. As a Vallejo resident and mother of two young children, Mimi shared, “Participating in an event that uplifts and empowers the next generation filled me with hope — for Vallejo, for our youth, and for the future.”
